Timber Harvesting
Like construction activities and agricultural plowing and tilling, timber harvesting is regulated by the PA Department of Environmental Protection (DEP). Loggers are required, at a minimum, to implement and maintain erosion and sediment control Best Management Practices (BMPs) to minimize potential impacts to local waterways. Timber harvesting activities that disturb greater than 5,000 square feet are required to develop a written Erosion and Sediment (E&S) Control Plan; click on the attachment below. The District strongly encourages loggers and/or foresters to contact the District prior to the timber harvesting activity to schedule a site visit or for assistance in developing the E&S Plan.
In addition to a written E&S Plan, permits may need to be obtained for temporary (GP-8) and/or permanent (GP-7) stream crossings. These applications are submitted to the DEP North-Central Regional Office in Williamsport for approval, see attachments below.

Bradford/Sullivan Forest Landowners Association
The Bradford/Sullivan Forest Landowners Association is an organization of forest landowners that strive to educate others in forest management to achieve the highest economic, silvicutural, recreational, and aesthetic value.
The association also assists woodlot owners in finding solutions to their individual problems.
Services of the BSFLA include providing information regarding federal and state laws, regulations and permits, gas and oil leases, Clean and Green Act, PA Forest Stewardship Program. The association makes use of a scholarship fund to support and encourage present and ensuing generations of new forest stewards.
The BSFLA conducts educational meetings and publishes informative newsletters through the year. The association is also involved with legislative issues and policies concerning forest landowners.
The BSFLA also offers a scholarship program to be available to students who are entering into or are in a forestry, agricultural, natural resource management, environmental education or related field of study. Deadline for applications is June 1st of each year.

- To be eligible for this award, applicant must be:
- A Bradford or Sullivan county resident
- Majoring in or planning to major in forestry, environmental resource management, agriculture, agronomy, parks, environmental education or other related fields of study
- A high school senior or college undergraduate enrolled in a two- or four-year program

Our membership includes over one-hundred active forest products-related companies and organizations of all sizes. The online member directory will help you locate suppliers of quality Pennsylvania hardwood lumber, flooring, veneer, logs, millwork, and forest management services. Northern Tier Hardwood Association members can also find services from local businesses who share the organization’s mission of supporting the long-term advancement of the region’s wood industry.
The NTHA serves as the regional form for the promotion of the wood industry and offers a wealth of services such as legislative involvement, job training programs, educational and safety workshops and trade show sponsorship. NTHA also offers assistance in the areas of marketing and promotion, funding, procurement, exporting, technical assistance, informational resources and referral services.
NTHA is committed to promoting a greater use of our area’s wood resources. NTHA intends to foster better communication and unity among all contributors to the wood industry. With the most current industry information and expertise from our area’s forestry professions, it is possible for members of NTHA to play a pioneering role toward the productive expansion of the hardwood industry in our Region. Forested riparian buffer strips of perennial vegetation contribute to sustainable agriculture by reducing soil loss, improving water quality, and stabilizing stream banks. Also there is a direct correlation between healthy forests and high quality streams. Implementing buffer strips of trees, shrubs, forbs, and grasses improves aesthetics and provides wildlife habitat. We believe protecting, maintaining, and even creating new forested corridors along streams is essential to protecting the vitality of our water resources.
The Sullivan County Conservation District is committed to preserving, maintaining and creating healthy forests through education and professional assistance. The District can assist private woodland owners, foresters, loggers and developers in forest planning, management, and tree care.
The following is a list of related assistance provided by the District:

The following is a list of related assistance provided by the District:
- Tree Planting/Reforestation - determine the suitability of soils to help landowners get better planting results.
- Habitat Improvement - help improve forest habitat for specific types of birds and animals.
- Establishment of riparian buffers - through the CREP (Conservation Reserve Enhancement Program) administered through the Farm Service Agency.
- Erosion/Sediment Control - help to develop erosion/sediment pollution control plans for those involved in harvesting and road building activities and assist with stream crossing permits. (see Chapter 102 page)
- Urban Forestry - provide workshops on maintenace and information on shade trees, site selection, and insect and disease problems.
- Seedling Sale - provide quality seedlings locally. Each year the District has a seedling sale. The seedlings are sorted and packaged by staff and directors and made available at a convenient, centralized location in the County.
- Education - we sponsor and are actively involved in educational activities such as Local Envirothon Competition and the PA Envirothon Program.
